RUSSIA General 1. Negotiations with the Russians still present certain difficulties. They are, as we pointed out in J.I.C. S.H.A.E.F. (45) 23, marked by certain fundamental differences from negotiations between the Western powers. The recent negotiations in HALLE concerning the exchange of prisoners of war are an interesting example of Russian methods at the conference table. 2. It was an interesting conference. In general the Russians fought hard for every point, but in the end gave in on quite a number of clauses in the agreement; they refused all negotiation at a low level, since they had not the expert personnel available, but their high level representative GOLUBEV was an able, ruthless and quick negotiator of the school which the Revolution and the purges have thrown up.
