Unconditional Surrender of Japan. Note by Sec. (U.S. J.I.C. 268/1.)

1 May 1945

4. Possibility of surrender following Japanese realization of inevitability of defeat. Although individual Japanese willingly sacrifice themselves in the service of the nation, we believe that the nation as a whole is not pre-disposed toward national suicide. Rather, the characteristic fanaticism of the Japanese seems based upon a strong concept of national survival as the supreme desideratum, regardless of the fate of individuals. In this concept, national survival, even through surrender, would be preferable to virtual extinction, however distasteful surrender might be to the individuals composing the present generation.
