ANNEX TOP SECRET 45/415 SECRETARY, J.I.C. GRAND STRATEGY FOR THE WAR AGAINST JAPAN In their Terms of Reference J.P. (45) 144 (S) (T. of R.) the Strategical Planning Section have been asked to consider whether or not invasion of the main islands of Japan is essential for the achievement of the unconditional surrender of Japan. They think that the J.I.C. would probably wish to provide the answer to this question. 2. They have also been asked to consider whether some slight modification of "unconditional surrender" might reduce the military measures required to achieve this object.
