Naval strengths and dispositions 5. The effective Japanese Naval strength in the South East Asia area has now been reduced to a small force of destroyers and light craft. There are in addition two damaged heavy cruisers repairing at Singapore and four ex-German submarines in Japanese hands in this area. 6. The offensive capabilities of this force are negligible, and now that the development of Allied operations in the Pacific has virtually severed her sea routes between Japan and S.E. Asia, any reinforcement is extremely unlikely.
