I am anxious that my duties, in the event of a declaration of war by Soviet Union on Japan, should be settled now, so that I am able to act promptly. Presumably Chiefs of Staff will wish me:(a) To make available at once to the Soviet General Staff all that we know of Japanese dispositions, strengths and intentions.
