-27. Food situation. (See Appendix "D"). The food situation in Japan which already is causing the Japanese some concern will have become critical and in the large urban industrial areas. However, on the Continent and in Hokkaido the food situation should offer no serious problem to the Japanese forces continuing resistance. 8. Political situation. (See Appendix "E"). In the assumed circumstances virtually all Japanese would be convinced of the inevitability of defeat and significant political elements would probably advocate surrender in order to salvage as much as possible of the Japanese social and economic order from the military disaster.
