ANNEX C.I.C. 78/1 (LIMITED DISTRIBUTION) 18 May 1945 COMBINED INTELLIGENCE COMMITTEE TREATMENT OF GERMAN ARCHIVES AND DOCUMENTS Reference: C.I.C. 78+ Memorandum by the United States Members 1. We have considered C.I.C. 78 and are in complete sympathy with its apparent purpose. 2. We note that C.I.C. 78 makes frequent reference to the control and administration of documents in the zones of occupation in Germany. This matter is outside of the jurisdiction of the C.I.C. It is properly a matter for inter-governmental agreement, to be executed by the respective zone commanders in accordance with the directives which they will receive.
