We have considered C.I.C. 78 and are in complete sympathy with its apparent purpose. 2. We note that C.I.C. 78 makes frequent reference to the control and administration of documents in the zones of occupation in Germany. This matter is outside of the jurisdiction of the C.I.C. It is properly a matter for inter-governmental agreement, to be executed by the respective zone commanders in accordance with the directives which they will receive.
