ANNEX DRAFT From: A.M.S.S.O. To: J.S.M. Washington C.O.S.(W) Reference JSM796. We agree to this proposal by the U.S. Chiefs of Stuff but would prefer to continue the prohibition on the use of names of Japanese prisoners of war as this would tend increase the Japanese determination not to surrender owing to fear of the consequences to their families. For same reasons we would prefer that only photographs of groups should be utilised which would render identification or individuals by Japanese authorities difficult.
