Small battle units (midget U-boats and explosive motor boats) would be used chiefly in a defensive role. 9. The length of time during which the enemy could continue to operate these forces is dependent chiefly on stocks and consumption of fuel. Though no accurate estimate of stocks is available it is thought that a period of between two or three months would be the maximum. This period would obviously be affected by such factors as Allied bombing of naval bases and supplies.
