4. The degree to which farm and distribution controls as well as transport can be maintained after occupation will be of very great importance. Thus far these controls have been much more effective in Germany than in any other country. Not only did they assure an equitable distribution of all surpluses over and above the farmers' own needs, but they also increased substantially the total supply of food by diverting to direct food uses large quantities of grains and potatoes formerly used as feed.
