In spite of the difficulty of restraining the Press, and particularly local papers, from publishing statistical data and analyses which you anticipate in your paragraph 8, I feel that every attempt should be made to make the Press accept the restrictions in (b) above because of the importance of concealing the pattern of these attacks.
