ANNEX DRAFT TELEGRAM From: A.M.S.S.O. To: J.S.M. Washington. C.O.S. (W) .... You are doubtless aware that a great deal of useful intelligence is leaking to the Japanese as a result of the insecurity of Cyphers used by Chinese Attaches. This is causing us grave concern. 2. The matter has been the subject of exchange of telegrams between J.I.C. here and Washington over a number of months, of which O'Connor can give you full details. 3. We are convinced that the problem is mainly a Cypher problem and consequently that the remedy lies in that direction.
