APPENDIX "A" GROUND 1. General. In view of the estimated expansion rate of the Japanese ground forces throughout 1945, Japan will be able to dispose considerable strength both on the continent and in Japan Proper. Therefore, it is considered unlikely that Allied amphibious seizure of the Ryukyus and, possibly, of the Chusan-Ningpo area, or Soviet entry in the war, will cause any appreciable shifting of strength between the continent and Japan Proper prior to the invasion of the Tokyo Plain. As indicated above, increased Allied air action prior to and following successful lodgment on the Tokyo Plain will reduce greatly Japanese capability of reinforcing Japan, even if troops can be spared in the face of Soviet pressure.
