3 13. Evacuated Germans present an even more difficult problem. Apart from members of the armed forces there are probably already up to 15 million away from their home districts. Of these, over 8 million are evacuees from Eastern districts and about 1½ million from Western districts overrun by the Allied armies. The main concentrations of evacuees are in Central and Southern Germany and in Austria. Housing. 14. Allied bombing had destroyed about a quarter of all the dwelling houses in Germany before the end of last year.
