ANNEX BRIEF FOR GENERAL SIR ANDREW THORNE OBJECTIVE 1. The aim is to persuade a number of German Generals, with a minimum of three, to broadcast messages urging the German Armed Forces to lay down their arms. SELECTION OF SUITABLE OFFICERS 2. For the broadcasts to be effective, it is necessary that the authority of the speakers should be such as to deflect German soldiers from their obedience to the officers who order them to fight on. The most suitable speakers would be high-ranking officers, recently captured, who could claim to speak as representatives of the Fighting Command in the field.
