TOP SECRET -24. The larger part will probably try to fall back on the Northern face of the RUHR, reinforced by whatever the enemy may be able to pull out from the SOUTH. Since the German Northern Group of Armies may well have been too shattered in the battles EAST of the RHINE to stage an effective defence, the RUHR is likely at this stage either to be occupied or isolated. GERMANY will thus be deprived of the resources with which to supply her armies for any protracted campaign and this knowledge may weaken the determination of the army commanders and the bulk of the army to continue the war.
