4. In consequence the present inadequacy of German railways and industry to meet demands would be increased. The difficulty of replenishing the already negligible bunker stocks in Baltic ports would be greatly increased. As a result, the speed of any contemplated withdrawal of German forces from Norway, Latvia, East Prussia or Pomerania would be reduced, while supplies to these forces would be further curtailed and so with the possible exception of Norway make such withdrawals all the more necessary.
