(b) the Belgians feel that the Allies sympathise with their hardships and are prepared to continue to increase supplies of fats, food, coal, clothing and other supplies, including pit-props. 6. Provided that these conditions obtain, we believe that no major political crisis is likely to occur such as would seriously embarrass the Allies. If, however, the new government is weak, living conditions do not improve and no progress is made towards a rapid execution of the purge, strikes and demonstrations are likely to occur.
