3 Situation in Outlying Theatres. 15. In inactive theatres it would be unwise to count on any widespread disintegration as the result of the debacle in Northern Germany. Much will depend on the character and political opinions of the commanders. Some will be prepared. to surrender but others would obey a call by the Party to continue the fight. Discipline on the whole is likely to be maintained and weakened morale is more likely to show itself in a greater willingness to surrender in the face of Allied attack than in a tendency to mutiny or desertion in the midst of a hostile population.
