(c) Road, rail and bridge repairs, which at the moment hardly keep pace with destruction, together with construction of emergency loops and by-passes would within a short while very considerably improve the enemy's communications system and enable him to face a revival of attacks on his supply and movement organisation, especially in the event of renewed ground offensive operations, with increased assurance. Ultimately it is possible that L. of C. defence and repair units might be released for employment elsewhere.
