Effects of this Reduction in Oil Supplies on the Armed Forces 10. Army and Air Force. This reduction in petrol supplies would, within a period of about six weeks, result in the almost complete immobilisation of the German Army and Air Force. The increase in underground production after mid-March would be too little and too late to do more than slightly alleviate this catastrophic situation. 11. Navy. The consumption of diesel oil by submarines, even allowing for the planned development of the U-boat offensive, is unlikely to exceed 12,000 tons per month, a quantity which should be forthcoming from a total production of about 10,000 tons a month.
