Possible Effects of Allied Air Attacks and Russian Advances on Germany's Oil Position Note by Secretary

ANNEX 1. The British and American Air Staffs are engaged in reviewing their strategic bombing policy in the light of the current situation with a view to determining the most suitable employment of the available forces in further support of the land battle. Considerable progress has been made in the attack of oil production, the primary target under the current directive. It has been estimated that if every opportunity for the attack of the oil industry is taken in coming weeks, it may be possible, by the middle of March, to put out of action, and keep out of action:(i) the whole of the German synthetic oil industry; (ii) the leading German crude refineries (i.e.
