ANNEX A Germany's Economic Situation 1. During the last five years Germany has shown increasing ingenuity in overcoming deficiencies of her human and material resources by the skilful adjustment of priorities, by shifting economic burdens to the less essential parts of the economic system, by making shift when necessary with inferior labour and materials, by ruthless manpower mobilisation, by careful labour management and by exploitation of new scientific techniques. 2. In such ways Germany was able up to the beginning of 1944, at the cost of some reduction in quality, to maintain the quantity of men in her armed forces and the amount of equipment provided for them.
