10. Redistribution of forces within S.E. Asia. Redistribution of forces within S.E. Asia is, nevertheless, likely to continue, forces being concentrated as far as possible at key points of strategic importance to meet Allied threats. Movement, however, is likely to be slow, since it will probably be carried out mainly in small craft, of which the Japanese in the SouthWest Pacific are known to be extremely short. 11. The move of the division from the Lesser Sundas probably to South Malaya is an indication of the declining strategic importance of these islands and others in the Eastern N.E.I., such as Southern Halmahera, Timor, and the islands of the Arafura Sea, now that the Americans are in the Philippines and Allied bases are established in New Guinea.
