(44)376(0)Final Draft Report by the Combined Intelligence Committee STATEMENT OF THE PROBLEM 1. Reference being made to C.I.C. 15/4+, 2nd October 1943, to prepare a new estimate of German intentions to initiate gas warfare. FACTS BEARING ON THE PROBLEM 2. In C.I.C. 15/4 the C.I.C. stated that "the possibility still cannot be excluded that Hitler, if he believed himself faced with imminent military disaster, might order the use of gas ......".
