SUMMARY AND CONCLUSIONS 7. The negotiations initiated under C.C.S. 652 should cover the bulk of the information desired by U.S. and British agencies for which special agreements with the U.S.S.R. are necessary. 8. The recommendations contained in C.C.S. 652/2, would, if implemented at this time, be considerably more favourable to Soviet than to U.S. and British interests, and are probably unnecessary to obtain the results desired. 9. The reasons advanced in C.C.S. 652/3 for believing it preferable, at this stage, to confine to Germany the negotiations for the exchange of information with the U.S.S.R.
