ANNEX JIC SHAEF (44) 18 (Final) 7th December, 1944 SCALE OF ENEMY ATTACK AGAINST CHERBOURG Naval 1. The enemy has one E-Boat and about twenty miscellaneous minor war vessels in the CHANNEL ISLANDS. Fuel supply for the latter is short. 2. Except for minelaying or a tip and run raid by the E-boat, any naval operation would be of a suicidal nature. 3. Even if a commando raid were carried out it could only be on an ineffective scale. 4. For these reasons it is considered there is no naval threat to CHERBOURG except for very small scale minelaying.
