A N N E X SECRETARY, J.I.C. 1. Recently the Chiefs of Staff instructed the Commanders-inChief, Fighter and A.A. Commands, to submit proposals for a further reduction of 40,000 men and 10,000 women in A.A. Command. 2. In their proposals, the Commanders-in-Chief will be guided by the scale of attack outlined in your Paper now under consideration. In addition, they will wish to know the threat to Scapa. 3. In paragraph 9 of J.I.C. (44) 482 (0) it is appreciated that the 75 Ju. 88 torpedo aircraft now based in Norway are likely to be reserved exclusively for operations against Allied Naval forces and for shipping operating off the Norwegian coast.
