Possibility of Japanese Withdrawal from the Outer Zone Report by the J.I.C.

Land Forces 9. There is no evidence at present to suggest that the Japanese intend to carry out any withdrawals of land forces from the Outer Zone to the Inner Defence Zone. On the contrary, they have recently drawn upon their land forces in the Inner Zone to provide reinforcements for Burma, the Philippines and for their present offensive in South China. There is also every indication that at present the Japanese think that their best hope is to hold on to their outlying possessions, in order to prevent or delay the linking up of the expected Allied advance from the Indian Ocean with the American advance in the Pacific.
