ANNEX From:A.M.S.S.O. To:J.S.M., Washington. C.O.S. (W) Following from Chiefs of Staff. Reference J.S.M. 396. For the reasons given below we believe it is preferable at this stage to confine negotiations for an exchange of information with the Russians to Germany without prejudice to a later decision to extend these negotiations to cover other areas if the Russians ask for this or if as may well occur we find this desirable in our own interests. (i) Up to now the Russians have not suggested an exchange of results of investigations but have merely agreed that it is necessary to prevent the Germans destroying objectives.
