(b) The strength of the German Navy has fallen by about 25,000 men. This is largely on account of a transfer of men (remaining under naval discipline) to various Army duties. (c) The Air Force has fallen by about 150,000. It is estimated that about 125,000 men have been transferred to parachute divisions, fortress battalions, and the Army and S.S. The rest of the decline (25,000) is accounted for by nonreplacement of casualties. (d) Flak strength has fallen by 135,000. This is accounted for by prisoners-of-war taken in France and the Low Countries, and by other casualties.
