ANNEX CO/385 SECRETARY, J.I.C. The question of developing machinery in Europe for deception purposes in the War against Japan has been exercising my mind for some months past and the time has now arrived when a decision must be made. In order to reach a conclusion, I should be most grateful for the views of the J.I.C. as to the extent to which deception, providing it is successful, is likely to influence Japanese strategic dispositions in the Far East from now onwards. In particular is it likely:(i) Owing to their transport difficulties to affect the dispositions which they have already made for (5) their land forces; (b) their air forces; (c) their naval forces; as between the inner and outer zones.
