5. Secondly, many fortress battalions artillery, infantry and machine-gun have been formed to help man the Siegfried Line. 6. A further measure to meet the depleted army manpower situation has been the transfer of personnel both from the navy and the G.A.F. into the ground forces. For example, it was recently discovered that of the personnel of 246 Division no fewer than 40 per cent were sailors. 7. As a last line of defence, the "Volkssturm" has been formed for local defence throughout Germany, and consists of all available males between the ages of 16 and 60.
