10. Since, as stated above, the maintenance of overseas trade is not likely to be of major importance for the maintenance of Russia's war economy, we do not think that Russia will consider it essential for the protection of her security to undertake the large commitments involved in an attempt to control the sea routes out of the Baltic. She will, however, consider it strategically important to control sea communications in the Eastern Baltic and therefore to maintain absolute naval and air supremacy in the Baltic.
