Effect of the Loss of France and the Low Countries 6. Although Germany now no longer has to allocate oil supplies for non-military purposes in France, Belgium and Holland, her oil position has not been materially improved by the loss of these countries. Both France and Belgium have been partially selfsupporting in the case of certain products such as benzol, alcohol and lubricants and exports from Germany to these countries for non-military purposes during the past six months have not in any case exceeded 1% of normal output.
