Weaknesses in Germany's Capacity to Resist Report by J.I.C.

By these and other means, which must dislocate the whole system of training recruits, the Germans are at present finding large numbers of men. These men, however, owing to their lack of training and mobile equipment are only suitable for fighting in static positions. Morale 5, During the disastrous retreat across Northern France and the Low Countries, the morale of the German troops in the West sank to a low level. The will to fight of the soldier, particularly in infantry formations weakened considerably and in general German troops appeared to be bewildered by the speed of our advance and the helplessness of their own position owing to their inadequate arms and equipment.
