ANNEX DRAFT TELEGRAM from C.O.S. to Cs-in-C. abroad In view of the fact that there have recently been references in the Press and on the Radio to the existence cover and deception plans, attention is again drawn the need for maintaining a high level of secrecy on l details connected with planning and implementation strategical deception. The fact that the war against many is drawing to a close does not mean that there n be any slackening in security as methods successfully ed against Germany may be needed to help defeat Japan.
