The Effect of Roumania's Capitulation on Germany's Oil Position Report by J.I.C.

FUTURE POSITION 6. The capitulation of Roumania adds immensely to Germany's oil difficulties. These difficulties can be summarised as follows:(a) Excluding oil formerly produced and consumed in Roumania, supplies of oil are immediately reduced, as compared with the supplies available in August, by about 12%. This loss will be permanent and not dependent on sustained bombing. (b) Similarly supplies of petrol are immediately reduced by about 16%. (c) The German forces in the Balkans and on the Southern Sector of the Eastern Front can only be supplied from Germany or Central European sources, and that, at the direct expense of other fighting fronts.
