ANNEX 2nd September, 1944. Reference your minute of the 30th August on J.I.C.(44) 370 (Final) enclosing a copy of a Note* approved by the Admiralty regarding seaborne attacks on the U.K. coast and parts. In putting forward the recommendations to the Chiefs of Staff on the reduction of coast defences of the U.K., the Defence of Bases Committee will be faced with the conflicting claims of maximum manpower economy and reasonable security of shipping in U.K. ports during the "last lap" of the war with Germany.
