PART I. THREAT OF ATTACK AGAINST BRITISH BASES. 5. During the period under consideration, Germany will be impotent. A threat from the U.S.A. is out of the question, and the only other power who will possess the ability to attack us will be the U.S.S.R. Anglo-Soviet Relations. 6. During this period, the U.S.S.R. is likely to be fully engaged (with the other United Nations) in the occupation and control of Germany, and with her own rehabilitation. By virtue of the Anglo--Soviet Treaty she is allied to us; and it may be that she will join with us in the war against Japan.
