ANNEX 18th August, 1944 xxxxxxxx The Inter-Services Committee on Chemical Warfare at their Meeting on the 18th August, 1944, had under consideration the Report of the Joint Intelligence subcommittee (J.I.C.(44) 278 (0) (Final)) assessing the likelihood of the enemy initiating gas warfare. While the Committee agreed that an assessment based on strategic considerations would lead to the conclusion that the chances of the Germans initiating gas warfare had decreased, it was thought that German actions were no longer primarily based on strategic grounds.
