should be granted. Consideration should also be given to the type of work on which the officer is employed. In all cases, permission should be withheld until the bona fides of the alien concerned have been verified by the Security Service. Recommendation 6. We therefore recommend:(a) That the instructions issued by the Service Departments on this subject should be amended so as to provide:(i) That aliens may not be employed without permission. (ii) That permission to employ aliens of German, Austrian, Hungarian, Bulgarian, Rumanian Finnish, Japanese or Siamese origin will only be granted in exceptional circumstances.
