ANNEX I. 1. Assuming an eventual clash of interest between the U.S.S.R. and the British Commonwealth and Empire: (a) How soon after the conclusion of the war with Germany would the U.S.S.R. be in a position to pursue her aims by force of arms? (b) What would be her most probable course of action if hostilities broke out between us? Russian Economic War Potential. 2. What are the salient strong and weak points in Soviet War economy? 3. Will there be any bottlenecks or weak spots in the war potential of the U.S.S.R.
