We agree generally but we do not think that the Japanese could seriously hope to neutralise by bombing airfields dispersed over such a wide area with the forces they now have there or with any forces that they could make available for this purpose. Para. 5(b). We doubt whether the political effects of the completion of the operations outlined in paragraph 4 would undermine the stability of the Chungking Government to such an extent as indirectly to affect the operations of the 14th Air Force.
