In this situation the 14th Air Force could not be relied upon to give effective direct support to an attack from the Pacific on the Formosa-Luzon-China coast triangle. If adequately supported from India it could, however, defend the V.L.R. airfields, support the Chinese Government by supporting its armies and defending its cities, contain Japanese air and ground forces, and continue to attack Japanese shipping off the coasts of South China and Indochina. Specifically, prior to or during our operations in the Formosa-Luzon-China coast triangle it still might be possible for V.L.R.
