8. The Greeks have for some time laid claims to Cyprus, but it is inconceivable that they would attempt a "coup de main" against the Island. PALESTINE 9. The scale of land attack is nil. The only form of naval attack which we cannot rule out is by human torpedo carried in a parent U-boat. The scale of air attack is so remote as to be negligible. We do not consider in this paper the question of internal disorders prompted either inside or from outside Palestine. 10. Once Germany is defeated, we can foresee no scale of attack from outside Palestine.
