Yugoslavia and Greece. In all these countries there would be likely to be panic among the civilian population in any areas in which the Germans were able to develop such an attack. We do not think that the Japanese will resort to C or B warfare solely on account of our adoption of these forms of warfare in Europe. Any decision by the Japanese High Command to resort to these forms of warfare in the Far East will be determined purely by the interests of their own strategy, though we cannot rule out the possibility of an individual Commander in the field initiating C warfare locally on his own initiative.
