In view of the diminishing threat to Colonial territories we are having a review of the expenditure of manpower and money on Civil Defence services. In almost all Colonies there have been considerable reductions, but we feel that, even so, further economies may be justified. Could you please let us have an appreciation of the threat to: Gibraltar, Malta, Cyprus, Palestine, Aden, Mauritius, Seychelles. Ceylon and Fiji? As Civil Defence takes a long time to wind up again once it has been allowed to run down, we hope you will take as long a view as possible, particularly in cases where the threat is at present negligible.
