We therefore proceed to consider what effect operations by the Russians and by the Allied Armies in Italy might have in compelling the Germans to withdraw from the Balkans. OPERATIONS BY THE RUSSIANS 6. Conditions necessary for a German withdrawal from the Balkans and possible methods of carrying out such a withdrawal as the result of operations by the Russians have been examined in a previous paper.+ The conclusions reached in this paper, which we consider still hold good, may be summarised as follows:(a) No Russians advance North of the Carpathians is likely to compel the Germans to evacuate the Balkans.
