(b) Urgent consideration should be given to whether V.L.R. bombers, or aircraft operating from aircraft carriers could be made available to strike at oil targets, loading points and distribution centres in the SUMATRA-MALAYA area. (c) The possibilities of aerial mining of SINGAPORE, PANGKALAN SOESOE, BELAWAN, and PALEMBANG, and sabotage or submarine operations against shipping in these ports or their approaches should be considered.
